Dr. John Wray is a seasoned Training Management Specialist and currently serves as an Executive Director of the Maxwell Certified Leadership Team. A retired Army Senior Non-Commissioned Officer, he has over 25 years of experience in team leadership and individual skill development. During his 22 years of service in the Army, Dr. Wray held various leadership positions focused on training, empowering, and coaching the next generation of leaders. His contributions have significantly enhanced productivity, improved organizational efficiency, and increased employee engagement.

John is adept at cultivating high-performance teams and nurturing an inclusive,

equitable culture that supports both personal and professional growth. With mentorship from John Maxwell and his team of world-class experts, he has the tools, resources, and expertise necessary to train and empower individuals and groups through workshops, corporate training, and customized development programs.

John dedicated eight years to the Army Cyber Command, during which he honed his technical expertise in advanced technologies, with a particular emphasis on artificial intelligence and machine learning. Small businesses should also focus on a niche, understand government project management principles, and be prepared for the longer sales cycles involved in federal contracting, as reported by the General Services Administration (GSA).  1. Self-Certify and Register with SAM

  • Self-Certification:Visit the Small Business Administration (SBA) website to understand how to qualify as a small business based on your industry's North American Industry Classification System (NAICS) code. 
  • Register in SAM:You must complete the registration process on the System for Award Management (SAM.gov), which is the official registry for doing business with the federal government. 

2. Understand the SBA's Role

  • The SBA provides resources and assistance to help small businesses find federal contract opportunities. 
  • It supports programs like the HUBZone program, which aims to help small businesses in historically underutilized areas secure federal contracts. 

3. Focus Your Offer 

  • Clearly define the specific goods or services your business provides, rather than being vague.
  • For example, instead of "cybersecurity," a focused offer might be "zero trust cybersecurity".

4. Understand the Market

  • Research to determine if federal agencies purchase the goods or services your company offers. 
  • Use resources like USA Spending and the Federal Procurement Data System (FPDS.gov) to see if agencies are buying what you sell. 

5. Learn Government Project Management 

  • Familiarize yourself with government project management principles, focusing on cost, schedule, and scope.
  • This understanding will help you comprehend and plan for winning federal contracts.

6. Be Prepared for the Sales Cycle 

  • Recognize that the federal contracting sales cycle can be long, especially for service and construction contracts, often taking 6 to 24 months.
  • Building relationships through teaming with other contractors can be a strategy for quicker revenue generation, according to sources.
